Elly Rostoum

Biography

Elly Rostoum is a political scientist, former U.S. intelligence analyst, and National Security Council staffer at the White House. She is currently the Managing Director of the Alperovitch Institute for Cybersecurity Studies and an adjunct professor at the School of Advanced International Studies (SAIS) at Johns Hopkins University. Elly specializes in national security vulnerabilities related to critical and emerging technologies, with a focus on AI, finance, biotech, and IoT. Her research examines foreign direct investment risks, particularly those involving China, and she is an expert on the Committee on Foreign Investment in the United States (CFIUS).

 

She teaches courses on public policy, strategic studies, and energy markets and has regional expertise in China and the Middle East. Elly’s current book project, CFIUS in the 21st Century: The Guardian of the Technology Revolution, explores American and Chinese national security perspectives. She is the Principal Investigator of the BULL DRAGON Project, tracking Chinese capital flows and investments in the U.S.

 

Elly has received the 2024 Johns Hopkins Nexus Award in Teaching and the 2023 Johns Hopkins University Discovery Award. She co-founded the Johns Hopkins RUBICON Symposium and previously served as the founding Associate Director of the China Global Research Center at Johns Hopkins. Fluent in Arabic and French, Elly has conducted field research in multiple Middle Eastern countries. She holds a Ph.D. in Global Governance and Human Security from the University of Massachusetts, Boston, and has degrees from Harvard University, Stanford University, and the International Energy Agency.
